Author Guidelines

Authors are invited to make a submission to this journal. All submissions will be assessed by an editor to determine whether they meet the aims and scope of this journal. Those considered to be a good fit will be sent for peer review before determining whether they will be accepted or rejected.

Before making a submission, authors are responsible for obtaining permission to publish any material included with the submission, such as photos, documents and datasets. All authors identified on the submission must consent to be identified as an author. Where appropriate, research should be approved by an appropriate ethics committee in accordance with the legal requirements of the study's country.

An editor may desk reject a submission if it does not meet minimum standards of quality. Before submitting, please ensure that the study design and research argument are structured and articulated properly. The title should be concise and the abstract should be able to stand on its own. This will increase the likelihood of reviewers agreeing to review the paper. When you're satisfied that your submission meets this standard, please follow the checklist below to prepare your submission.

Submission Preparation Checklist

All submissions must meet the following requirements.

  • This submission meets the requirements outlined in the Author Guidelines.
  • This submission has not been previously published, nor is it before another journal for consideration.
  • All references have been checked for accuracy and completeness.
  • All tables and figures have been numbered and labeled.
  • Permission has been obtained to publish all photos, datasets and other material provided with this submission.

Doctrina (Análisis Jurídico):

  1. Formatos Analíticos y Técnicos
  • Análisis de Jurisprudencia o Casos de Estudio: Se recibirán textos que desglosen sentencias relevantes, casos emblemáticos (nacionales o internacionales) analizando qué falló en los controles de integridad y/o estudios de casos que hayan existido en alguna dependencia (para este caso, explicar la situación y como fue resuelta)
  • Reseñas Legislativas: Comentarios críticos sobre nuevas leyes o reformas en materia de transparencia y responsabilidades administrativas.
  • Artículos de Opinión (Editoriales de Invitados): Posturas breves y contundentes de expertos sobre un tema de actualidad (por ejemplo, el uso de IA en la fiscalización, en la educación, por los docentes, por los alumnos).

Formatos Basados en la Práctica

  • Buenas Prácticas (White Papers): Guías cortas sobre cómo implementar sistemas de compliance o denuncias anónimas en organizaciones, buscando siempre proteger los datos de quien presenta el reporte o denuncia.
  • Reportajes de Investigación: Periodismo de datos que exponga brechas de opacidad en instituciones específicas.

Vigilancia.

. Formatos de vigilancia

  • Informes de Monitoreo Ciudadano e Institucional: Análisis técnicos sobre el cumplimiento de las obligaciones de transparencia, portales de datos abiertos y rendición de cuentas en la administración pública.
  • Análisis de Riesgos de Corrupción: Evaluaciones orientadas a identificar procesos o trámites vulnerables a la opacidad, sugiriendo mecanismos preventivos de control interno.
  • Seguimiento Normativo y de Acuerdos: Evaluaciones sobre la implementación práctica de los acuerdos de los Comités de Ética, reformas legales locales y el impacto de las políticas de equidad de género.

Cultura.

Formatos de temas abiertos.

  • Entrevistas: Transcripciones o resúmenes de charlas con figuras clave (comisionados, auditores, activistas, directivos, jueces, etc.).
  • Reseñas Bibliográficas: Críticas de libros recientes sobre transparencia, filosofía política, derecho administrativo, ética pública o cualquier tema afín.
  • Dilemas Éticos: Secciones breves donde se plantea un escenario hipotético y se analiza desde diferentes teorías éticas. Es muy útil para la formación de servidores públicos.
  • Manifiestos: Escritos breves y potentes que llamen a la acción o a la defensa de la autonomía institucional, el cumplimiento de los códigos de ética, de conducta, resalten valores institucionales, promuevan la equidad de género, etc.
